The 2016 'Sunshine List': How Much did Ontario Public Sectors Pay Their Employees?

by Chen Wang  |  October 21, 2017

2016 was the 20th year of the Sunshine List.

Every year, the province of Ontario publishes a list of public employees who received in excess of $100,000 per year. This policy is valid for all agencies that receive public funding from the province. Information to be disclosed includes names, positions, and total salaries (salary paid and taxable benefits).

This list captures a growing number of public servants from municipalities, school boards, hospitals, universities, colleges, and many charities, which hit a new record of 123,410 names in 2016.

The total amount of money being paid by each agency varied from C$100,088.29 to C$1,115,975,030, the Ontario Power Generation.

Data source: Ontario Ministry of Finance.

Sunshinlist.com was also used to verify data, especially duplicates and mismatches.

1. OpenRefine was used to clean and cluster duplicates and unaligned names of the same companies, people, and job titles. Duplicates and mismatches still potentially exist in the cleaned dataset.

2. ScaleLog was used to smooth out the difference among people's salary to make it possible to apply color coding.

3. Indivisual's salary has been rounded (int(round(salary_2016/5000)*5000)) and grouped for the sake of a better organized distribution chart.

4. The analysis of the changes of salaries over years didn't include the influence of inflation. Indiviual was possibly the employee of differenet institutes in different years or even in the same year.
